.2 seconds is nothing, it will out perform the laser rifle and the ar is both close and far range encounters if that is literally the only negative side of the RR. Higher Damage and range makes it better overall, so unless there is another unwritten downside that is not clearly shown to us yet, it will be over powered.
AR was FOTY, and the RR will definitely knock the AR out of that status, I also don't believe CCP actually tests anything out before throwing stuff in due to the history of dust.

Im really not looking forward to sifting through nearly 40 pages of the new weapon stats thread to find the guy who put up the math but .2 seconds is a drastic amount of time, on just a standard level its something like 90+ damage from the standard AR before the RR gets its first shot out and you also lose the benefit of being able to feather the trigger and control your burst size without having to spool up again something the other rifles dont suffer from I do agree with you though that they never really test anything
The majority of victories are based on who sees who first, which it takes more than .2 seconds to respond, and .2 seconds is literally the time it takes to double tap, it is nothing when it comes to real combat situations. If that is the RR CQC downside, then it literally has no downside as the pluses way outweigh any of the negatives.
Just to give you an example
http://www.estopwatch.net/
Press start, then freeze it somewhere so your cursor doesn't have to move, now click it fast, and now think how fast you can click the trigger on a DS3
.2 seconds is in no shape or form a balancing factor.

Heinrich Jagerblitzen of the CPM saw video of the RR in action and said it had a lot of kick (and you can't feather it like the AR because of the spool up time) so there is another negative.
I guess it then depends how soon the kick kicks in, because you literally have to go through 45 bullets before you see it on the AR, but the .2 seconds is literally nothing.

I know that was meant to prove something but when my clicks come in at less than .1 of a second it doesnt support your cause There are many many many variables at work when it comes to reaction and motor speeds but personally Im a guy in his mid twenties that has been playing video games since he was a toddler so according to some studies yeah Im going to have better reflexes than some people since Im in my prime and have been working on them for decades now whereas you could be older and just naturally slowing down a bit Anyway point being I am not a unique individual and many others can click just as fast as I can and others even faster so while for you .2 seconds means nothing since you cant react in that time for me .2 seconds is all I need to target and start firing meaning I get the edge on someone whose weapon is delayed
If you want to work on your speed though I suggest fighting games over shooters since winning and losing in those at high play is measured in frames a second and .2 is by comparison a long time
Another gifted poster to ignore the last bit there, how fast now do you think you can do that with ds3 controller and how much control over that would you have? 25 and have played video games since I was young, I always play lighter classes which require faster than average response times, whether it is timing invincibility frames, to getting the first shot in run an gun classes, so your argument of "your old and decrepit is out the window", also you are still not looking at anything realistically
Here is 15.5 per second on a mouse and this is what it looks like, 10 clicks per second would be about the average most players could do which is .2 seconds
