If one class can use it, every class should be able to use it.
Make scouts better at it than other dropsuits, but don't restrict other classes from using it

Scouts do need a buff, but what if I said:
Hey we should make a special light weapon for logis, but make it to where scouts and assualts can't run them?
Wouldn't be fair would it? Even if it was meant for logistics you would agree that everyone else should be able to use them right?

We already have a weaker variant of the HMG, the SMG.
I'm all fine with creating a light version of the FG. But considering the fact that the FG is an AV weapon and Medium/Light frames can use the Swarm Launcher and Plasma Cannon, I think you should come up with a better example.
