DPS values
SL-4 Assault Rail Rifle: 458.6 GEK-38 Assault Rifle: 446.25 CRD-9 Assault Scrambler Rifle: 444.7 8K-42 Assault Combat Rifle: 440
IMO, DPS values are far too close to make up for range differences, and I can't help but smile at all of the people who were saying the Assault Rifle is OP when looking at these stats...
Assault Rifle is probably going to lose it's popularity and not because of a nerf but because of power creep.

Rail Rifle has a 0.2 second charge-up but this is negligible because it's half of the time it takes for you to blink. If you need reference for how fast this is, use a Plasma Cannon which has 0.6 seconds and see how fast that is, then divide it it into thirds.

The .2 second charge time is significant for two reasons 1. The kick is relatively high according to devs, the charge time makes it much harder to burst fire 2. The delay means the rail rifle will never catch up to the damage out put of the assault rifle
I'm skeptical of this, honestly. Everyone says that the Scrambler Rifle has 'kick' but apart from a visual effect of bouncing around the only thing that's happening is just that - visual bouncing. There is no recoil on the scrambler rifle and you can hold down the trigger forever, it won't start pulling upward; it will remain on target indefinitely.
To that extent, my counter argument to the 'kick' aspect is that if it has too much recoil/kick (as the rumor goes) than it's effectiveness as a Long Range Weapon (virtually what it entails) would be nigh useless. So, it's either not going to have enough kick and be amazing at long range and even better at close range due to it's high DPS... or it's going to have too much kick and contradict itself.

The assault scrambler does have recoil, at least more than the AR. Try sniping with the AScR, and then switch to a militia AR. You should notice the difference.
I have, and I have video proof of what I'm claiming. I'm also in very close contact with Arkena Wyrnspire who specializes in their use while I specialize in the Assault Rifle (prof 4). Again, it bounces around but has no vertical climb what so ever. If you disbelieve me, grab one and try for yourself - fire a few magazines a turret and you'll notice that it doesn't go anywhere, stays on target.
Edit: Just as well, Assault Rifle has a skill (operation) that reduces recoil. The Scrambler, on the other hand, does not.
