Scenario: Red-dot cluster holding position. Embedded Logi w/15 dB Scanner. Logi Spin Scans; cycles; Spin Scans again.
Problem: Cloaked merc, even dampened, cannot advance on red-dot cluster.
Problem, Compounded: All red-dots will eventually cluster. All red-dot clusters will eventually feature 15 dB Spin Scanner.
Proposed Fix: Address Spin Scanning in advance of releasing Cloak.

This seems a bit chicken-little since we don't currently know how Cloaking will work. |

This is how I currently use the scanner and it is op as fffffff.
The scanner animation in the radar shows a line scanning. Only what that line crosses should be locked up instead of automatically picking everything up.it won't completely solve the issue though. You do that by limiting the scanner to only show the position when scanned on the radar, but not tracking. So you will get an idea of where they are, not a x y z coord for the team fire proto squad. Should still award the wp though.

Proposed Fix: Scan Results aren't displayed until scan cycle is 100% complete. Only the targets painted for full scan duration are displayed.

Yeah spin scanning is stupidly OP. Given the faster TTK now, scanner vs not scanner basically guarantees a "gun-game" win. |

Bloody hell just give scouts 25db profiles already. Sheesh. They die like pieces of paper and pieces of paper don't even have a profile. At least at 25 a dedicated ninja could try squeeze under 15db.
Combine with cloaks WHICH RAISE scan profile, and we have a balanced class, considering cloak mechanics will probably be limited to being able to run around in open spaces and flanking without being noticed, and won't be very effective in being a Cqc assassin anyway.
Counter by making the Amarr or Caldari scout (probably Caldari) a scout hunter. Extremely low scan precision, relatively high scan radius (20m), and cloaked enemies are 10% easier to see per level of the Caldari scout skill (have them shimmer or something).
Or a logistics variant which has bonuses to precision enhancers and can just walk around and pick up things below 10db if you've stacked a bunch of enhancers on it.

Tiers advance timed Length, Fidelity, and Radius? They could have an entire branch on the Skill Tree, creating a sink for Scan junkies?
