You get what you wish for, it just may not be in the way you expect.
Community wants boosted SP - CCP grants wish but triples the amount of SP per WP not the SP earned per second in game.
Community wants scout buffs - CCP grants wish but the "buff" is an increase to scan radius not an HP or speed buff like people hoped
Community wants better hit detection - CCP grants wish but AR's now have COD-like TTK's and another weapon that I shall not name now kills LOLDICULOUSLY fast
I'm sure there are more things that follow this trend, but it is a trend I've come to notice nonetheless.
P.S. if you get a new CCP Dev, his/her name should totally be CCP Genie.

I can't reliably kill someone standing still either because everyone I encounter is possessed with some kind of guardian angel spirit that makes them randomly twitch to the side juuust enough for me to miss AGAIN with a fully charged shot aimed at their skull whether or not they are even aware of my presence in the first place

I personally have aim assist off and do just fine with it.
I would think it would be easier with a mouse because of the fine motor control to be more accurate. Sometimes I find myself overcompensating for an enemy that strafes too too quickly (I'm looking at you pesky Minmatar Assaults) because I lack the control in my thumb to be pinpoint accurate. Overall though the controller does just fine for me and I can do well with the Semi Auto SCR.
