As long as the change is done with extreme caution and done carefully.
Longer TTK inevitably means that there is going to be more time to open/close range, which is important in the sense that range ultimately governs a fight. There's also a number of imbalances at the moment (one example being that Gallente Assault suits have a 25% bonus to shield recharge rate) that need to be taken into account as increased TTK makes these small things more noticeable. It goes from sandpaper being mildly annoying to razor wire shredding, when applied to the skin, as an example.
It's true that the line between play styles gets a little blurred. I for one don't think that an ASCR should be able to outright kill me as fast an AR when I'm an armor tanker but it should still possess the potential to do so if I'm not careful. It's VERY IMPORTANT to take these balancing factors into account when considering how to increase TTK as simply making blanket changes like increasing HP values or reducing weapon damage values only opens up the mechanical issues to being overarching problems.
This could be as simple as changing resistance values so that shield based weaponry has more/less an effective depending on what it's engaging (shield/armor) but I don't like suggesting direct changes as there's a lot of options that need to be explored. I don't feel this is just an issue of weapons doing too much damage, having too much range or suits having too little EHP - there's a lot of things to consider.
In essence, my only concern is that this is done carefully and with a surgeon's precision rather than like a pipe wrench lobotomy. Roles should have immediately noticeable impact and there should be conscious thought and decision making on combat rather than the current "my weapon does damage so I can kill anything" mindset.

If TTK is to stay this fast, all movement speeds need to be drastically reduced. If the fast movement speeds are what is desired, then TTK needs to be much slower.
Either way will improve the pacing of the game.
If you slow down movement speed and increase TTK than nothing really changes as you can stay on target for longer.

I think you misread me or I wasn't as clear as I thought I was. If TTK stays as it is currently, movement speeds should be halved (if not more).
If the movement speed is halved than players would be moving more slowly than Heavies. Can you imagine a Scout moving as fast as a Logistics? How easy that would be to kill? TTK would be even worse than it is.
