Request/Petition to implement Sharpshooter Skill similar to Assault Rifles and Sub-Machine Guns.
Request/Petition to reduce current HMG base dispersion by at least 10%.

I'm with you on the wide area spray thing, which is almost what we have now. The problem is that in order to make that off-target damage of any consequence the on-target DPS is going to be ridiculously OP.
Now, I have thought that maybe it should be a retractable skill, meaning you could turn it on or off, but that would require a super complex series of code that is currently out of reach.

I'm with you. I definitely think that the Assault variants should have a greater dispersion reduction, to where the "cone" comes to a point at 80m or whatever they determine the max optimum range should be. From that point the "cone" becomes inverted and begins to disperse ammunition outward. Whereas, the normal variants disperse with the barrel of the weapon being the "point" of the cone, the Assault should be the exact opposite - with the barrel being greatest part of the cone and optimal being the apex. The Burst variants should have a wide, blown out cone, similar to the way they all perform now, with higher damage for a true CQC spray n' pray option. I'm not a fan of adding in additional gun physics to the crouch thing. Steadied aim and a slight dispersion buff that we get now seems on par.
In a separate thread earlier, I had the thought that dispersion should be a variable like damage or splash damage with significant bonuses from MLT to Proto weapons. The thought is that, in real life, you buy better guns because of their accuracy (dispersion) over inferior models.
*Other thoughts to contribute to the OP and Heavies in general: Current Sentinel Reload Bonus should be swapped for a Overheat Reduction. This would allow you to make use of the Ammo Capacity skill, without fizzling out halfway through a clip. With that change, reduce current reload time by 25%. This is still a 6 second reload for lesser skilled players and still at about 4.5-5 seconds for someone with max Reload Skill (every HMG build should get this first anyways, right?) which is where we are now.

Crouching has nothing to do with dispersion. Crouching fixes kick.
But, as stated previously, Ghazbaran's video proved that dispersion is not the problem. Accuracy is "spot on". (If you HMG you should watch the video. It totally changed how I perceive the weapon, use it, and in that it made me a much better user.)
The Assault HMG is what most people want out of the Standard HMG, maybe a little more damage.
