Does that rule apply by corp or by alliance? People know that our PFC district is heavily trafficked by our entire alliance, but we generally won't place it with a corp who is actively taking space in MH. For example, we had it in US TZ for a while, but our EU TZ needed practice and were dying for things to do, so we moved it to an EU TZ corp. In the future, it might find itself moving to another corp should a corp be able to use it better.
This sort of use of a PFC district seems quite reasonable, as indeed, the point is that corps that need a place to practice for PC have one, I see no problem with you continuing this. Maybe at some point in the future, if say most of the corps in your alliance hold districts elsewhere, and there are other corps on the waiting list to get a PFC district, you might want to hand the district over to those who need it more.
Have you considered installing the improved keyboard?

Other corps have districts in PFC planet and on other planets at the same time. Why is having Districts on Bosena and Almur a problem? Just pointing out again, GAC was not the only one mentioned in the list as a corp that holds districts elsewhere as well. Though as someone mentioned earlier in the thread, for some reason Nyan San was left off the list, I assure you that in the discussion about the new rules for PFC they too were listed as one of the corporations that would be asked to give away their PFC district.
There was no intention on anyone's part to single out any particular corp, and it's unfortunate if it could be taken that way.
