As a whole, rules seem fair. I do like the indication that PFC is for practice.
I guess my one standing concern is that corps in Top Men have regularly branched out into MH for periods of time, and then receded back to PFC for further practice. And this cycle has continued for a long while. So if Top Men takes space in MH, we'd hate to be forced to give up our PFC district. We've actively used it as much as possible since PFC really first existed.
Does that rule apply by corp or by alliance? People know that our PFC district is heavily trafficked by our entire alliance, but we generally won't place it with a corp who is actively taking space in MH. For example, we had it in US TZ for a while, but our EU TZ needed practice and were dying for things to do, so we moved it to an EU TZ corp. In the future, it might find itself moving to another corp should a corp be able to use it better.

Can the original post be updated to indicate corps that should not be under threat of removal anymore?

Not really. If they aren't actually listed as being part of the same alliance on CCP's server, they're a non-alliance ringer, and they're cheating. Very simple.
