So, it charges, has heat build-up, and doesn't get a massive headshot modifier?
I hate to break it to you, but that's not a Scrambler Pistol anymore, it's just a tiny Scrambler Rifle.

Your "Charge Scrambler Pistol", on the other hand, works exactly the same as the Scrambler Rifle. Both are semi-automatic, but are both able to fire many shots in quick succession. Both have heat build-up. Both can be charged to increase damage, and neither have ridiculous headshot modifiers (though almost all weapons have a headshot modifier, even standard Assault Rifles). The only differences I can see are damage, ammo capacity and range.
