Even the Tactical Rail Rifle won't be all that similar to the Sniper Rifle. Your "Charge Scrambler Pistol", on the other hand, works exactly the same as the Scrambler Rifle. Both are semi-automatic, but are both able to fire many shots in quick succession. Both have heat build-up. Both can be charged to increase damage, and neither have ridiculous headshot modifiers (though almost all weapons have a headshot modifier, even standard Assault Rifles). The only differences I can see are damage, ammo capacity and range. Humanity is the personification of change.
