I have a lot of other things to do before, but i would like to have a medium frame dropsuit to use when i want to play more like an assault than a logi.
I don't want to use a logi as an assault so i have two options now.
Gallente and Minmatar.
I have both these frame at level 3, give me some suggestions.
I will mostly use them for AV and sniping.

Go assault proto, less cost, good bonus and a great design, what more could you ask for?
Assassination is my thing.

I'm going to suggest you go assault. It is more SP, but will save you countless ISK in the long run both through cheaper suit cost and the occasional situation where the bonuses make the difference between losing a suit and walking away from a fight.
For sniping / AV I'd recommend the minmatar assault since you can stack lots of damage mods in the high slots and the buff to your sidearm helps compensate for lack of a CQC light weapon.
But honestly if you're just going AR frontline... there is absolutely nothing wrong with fitting out your logi suit to emphasize killing. That's why the suits are modular. But if you'd like to have an assault for frontline combat, AR or otherwise, the gallente assault has a bit of an edge in survivability over the minmatar. But either is doable - especially at the advanced level.

If you rarely use it, then go for the medium frame proto. Though, if you are going go use it often enough that it will make a dent in your wallet, go for the assault.

I'd say go for the assault if you're going to use the suit a lot. The extra SP investment will be worth it in the long run since the suits are cheaper and the Minmatar would be a good choice for sniping and AV with its epic racial bonus. If it's just a suit you're going to use every once in a while, just go basic proto. Supposedly it'll get its own sets of bonuses in the future, but you have to take what CCP says with a grain of salt. Their soon might range from 3 months from now to when you can collect social security.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"
