I think it makes sense to leave building things to eve players to start with. If we're honest dust needs a lot of things adding and tweaking and a skill point sync for something that offers no fun gameplay isn't one of them.
If anything making BPOs fit into 'slots' is a decent idea though, but rather than put skills and so on in tie it into the faction warfare and attempting to make dust players feel more like they 'belong' in eve.
Solution suggestion:
1) BPOs fit into 'manufacturing slots' in a station. These produce 5 items per day each for a standard run BPO, stations have 3 per player as standard. Only usable by the 'active' character on an account. BPOs can have different runs, e.g. a proto-BPO could be made that produces a single suit per day, I'd say thats desirable for real -ú-ú yet balanced.
2 ) Dust players can set a 'home station' that exists in eve. This is where they log in and return after battles. If this causes issues with everyone one place at once, use eves corp-office system where prices for popular systems increases to balance demand and charge a small rent for certain systems. If your a Caldari FW corp, set home as they same base the eve side forces are using. Instant meaningful interaction.
3) Different stations offer different benefits, the first being faction warfare stations when A) you have a certain rep and B) when the system is upgraded by eve players as part of their system upgrade part of FW. First upgrade, increase the number of items produced by BPOs and/or slots a player of a set standing has access to.
This allows BPOs to be meaningful because: 1) They can be novelty items with a cool graphic that you can keep using and collect as they'll never expire. 2) They can be of a higher standard because their use is closely limited to X per day depending on the BPO run value, so the gear can be 'better' making them more desirable for real -ú-ú 3) They still offer the safe knowledge that you will always have a few free fits to turn to.
It solves the issue with the economy because: 1) They are a fun novelty but that cannot (as now) form the vast majority of a players fitting all the time, people will be forced to use the market more.
