No, it's per item, so I recommend you mix it up a little if you tend to stick to one type of weapon. However, you can only get 100 total of each item per account, not per character. However, kill total is by character, not the account (so 27 kills on one character and 23 on another would only give 4 items, not 5)

Full list of items and their rewards. If you see something missing or something that looks like it has the wrong reward just yell.
(Prototype/Officer items are not listed as they all just give Quafe suits)

Wow, holy crap! Finally! 2 whole days after the event starts, you finally answer. I swear, this game is going to die because you people keep ******* up and dropping the ball. If 1.7 doesn't do well, this game is dead. Oh yeah, thanks for telling me you aren't removing vehicles in 1.7, when you clearly are taking out the Logistic vehicles. Sure, they'll be coming back, in some later patch, probably 2.0 or 2.2, but you forgot to say 'yes, we are taking out a whole bunch of stuff from the game'.

EDIT: So, I just looked at the list, you forgot to put Standard --> Advanced. I've gotten quite a few kills with standard blueprints. I'd like to know what I get for that BEFORE the match ends.

If you're not patient, this isn't the game for you, lol. This isn't backed by Activision or EA so they can't just throw money at the problem and make it go away - they have to be careful with their budget and where they assign the people that are being payed because that balance fits within that budget. So, take a breather.. Calm down a bit, yanno? No reason to get upset. I Support SP Rollover ^_^
