The OP isn't ambiguous to me; however I'll concede it's worth clarifying if it is indeed correct (and hence DOES include the 5SP per sec).

It's a pretty simple SQL query. Hardly different from the previous one in fact.. Rather than order by matchdatetime and taking the top 3 results you order by WP earned and take the top 3 results.
Simples.

I'm surprised at this choice since the feedback the last time you did this was that
1) the grindfest to cap out was massive
2) it encouraged proto pub-stomping
which rather takes away from the reward of additional SP.
Bad decision, IMO.
