According to CCP LogicLoop, Uprising 1.7 is getting content locked tomorrow. So, who wants to make some bets? I'm going to play the role of the optimist here.
Amarr and Caldari light dropsuits included: 5,000,000 ISK
Caldari, Gallente, and Minmatar heavy dropsuits included: 2,000,000 ISK
Deployable shield included: 1,000,000 ISK
Infantry cloak included: 1,000,000 ISK

To counter your 9,000,000 total. I will bet 10,000,000 that not all of that will be implemented. I actually doubt any of it will, because 1.7 is a bug squishing patch, not a content one. Those things are more likely to be in 1.8.

So if I take this bet, then that means if at least one of those things is released in Uprising 1.7 I win? If so, I accept.

Content lock means it's too late to add any more content. Whatever they have planned for Uprising 1.7, that's all we will potentially get. Content locked does not however guarantee that what they have planned won't get cut and delayed.

Only items from "testing" column can go to "in progress" columns. "Stories" (backlog) and "todo" are "locked".
As Aero hinted, not all things from "testing" column will mange into "sprint ends" column. And only items from "sprint ends" column will be included in the final patch. Fingers crossed

1.6 is the bug squishing patch. 1.7, as confirmed by the recent Dev Blog, is the content patch and a major one from what CCP described.

1.7 will contain the Production Facility (LogicLoop said it flat out) and new Assault Rifles.
That will be the entirety of the new content, I'm near certain of it.
I really want it to have all the remaining racial dropsuits, but I don't this we're going to see that until 1.8 at the earliest. And I intend to be a caustic asshat at every opportunity until they're in game.
