The Learning Coalition [Immortal Guides] would like to have 1 district on PFC for purposes of training newberries. What are the rules for this?
Or if the community would donate us one district, that'd be nice. We only want one district to have practice PCs on. How does one go about this? Basically, we want the same neutral political standings that D-Uni has.
