I'm pretty sure they don't sell water in singular cubic meters. Perhaps amongst Immortals water is vastly more important consumable, or perhaps like in reality people pay their taxes and bills and water is essentially accessible by them at any time.
Or perhaps in a world where corporations have gone amok drinkable water really is a very rare commodity. |

Actually, someone said in EVE lore a family could feed themselves for a month on a few isk.
