          Make this a 3rd racial bonus for their applicable classes, not per level, but a flat bonus for using the suit. Homogenize assault/logistics CPU/PG across the racial frames to eliminate butthurt. Change the Gallente Assault racial bonus to -1% plate movement penalty reduction per level and Gallente logistics racial to +1% plate efficacy per level.
  Assault = 25% Weapon Upgrade and Weapon fitting reduction 
  Scout = 25% Electronics and Biotics fitting reduction (+1 Equipment Slot)
  Logistics = 25% Equipment and Electronics fitting reduction
  Heavy = 25% Shield and Armor module fitting reduction
  Sentinel = 25% Shield and Armor module efficacy
  Commando = 25% Weapon and Equipment fitting reduction. Buff base shield recharge to 20 HP/s, stamina to 170, 1 high/low slot at basic, 2/2 at advanced, and 3/3 at prototype. Lower the suit price and skill book price to sentinel's suit and book price.
  Make basic racial suits that share the racial logistics suits slot layouts (without the bonuses) and call it an artificer.
  There, I just rebalanced Dust 514's dropsuits for you.
 I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

  You didn;t, you just made the logistics suit useless lol
  If these changes were implemented every logi would scrap logi and switch to assault and just make mutiple loadouts with different pieces of equipment ... with your proposed changes Logi suits would have to use ADV everything and wont be able to equip a single proto mod or piece of equipment or they'd have to use all their low slots on proto cpu and pg enhancers and run around with 500 hp at proto level
  I have assault and logi and my assault suit is stronger because I actually use adv and 1 proto equipment .. the real problem is assault guys using logi suits and using no equipment so they can have full proto weap/grenade and mods ... 
  If logi suits had to have all slots filled to be a valid fitting then the issues of assault logi's would be fixed .. simple as that
