Ok, so I'm planning to do the same thing as you. Since I know for a fact that Amarr scout will come before Amarr vehicles, however, I am going to put more emphasis on that right away. So here's my idea:

Now right now I have 11.7 million SP (we're both sort of regretting starting over after Uprising, aren't we True?). By the time 1.7 hits, which I'm assuming is 5 weeks from now, I should have around 14.5 million SP (still have boosters left over). This leaves me with 3.3 million SP to spend on vehicles, so using the new vehicle skills,
Vehicle Command Vehicle Command III: 68,400 Dropship Operations I: 24,800 Total: 93,200
Vehicle Upgrades Vehicle Upgrades III: 68,400 Vehicle Armor Upgrades V: 621,840 Vehicle Armor Repair Systems III: 205,200 Vehicle Core Upgrades V: 621,840 Engine Core Calibration III: 342,000 Core Grid Management III: 342,000 Total: 2,201,280
Turret Operation Turret Operations 1: 6,220 Small Turret Operations V: 621,840 Total: 628,060
New Total Skill Points: 14,103,290
So that leaves me with around 400,000 unallocated points which I'll decide upon once the update arrives, and then at least another month or two before we see the pilot suit and we'll already have Amarr vehicles unlocked since the skills aren't race specific anymore for vehicles.
Sorry for making this a little more about me, but figure you're close enough to my total skill points that you can use this as a sort of reference. |

Ok, so let me try to tailor this more towards you.
You'll need to take vehicle command to 5, so that's 242,520 more points. HAV Ops 1 is 12,440 more than Dropships Ops 1. You'll need to take turret ops from 1 to 5, so that's 304,700 more points. Then there's turret skills, which should be about the same even though I'm using smalls since I'll use missiles and you'll use blasters for now. Roughly you're looking at spending about 3 million skill points on vehicles to get into a workable fit.
So now assuming you have 10 million points now, and there's 5 weeks left until 1.7 and you use no boosters, that should leave you with 11.8 million skill points when we get there. Subtract the 3 million from vehicles, you have 8.8 million to make a good scout.
Take away the hacking skills, lower Core Upgrades to III, settle with an advances scanner and only enhanced shield extenders, then the infantry skills I listed will only cost 8.7 million.
