We've discussed this internally and with the CPM numerous times and it's something that merits discussion. Haven't quite figured out the details yet (as Nova alluded to) but it's something we'll keep looking at.

Apologies for coming across non-committal, but truthfully that's the stage we're at. There's a bunch of kinks we'll have to iron out and while we're discussing it, there are no firm plans just at the moment. That doesn't mean there won't be in the future and we'll update you if there are. :)

Close, but not quite. CCP raRaRa and CCP Alice are actually a duo team up against a horde of wicked code monsters, fighting to gain access to the sacred shared forum.

Technically having a shared forum is possible. Another possibility is having the EVE and DUST forums separated but with shared forum channels.
The biggest challenge would be merging the EVE and DUST forum databases into one. Merging the databases will cause conflict between several database tables of which could take some time to solve properly.
For instance, one potential problem would be the conflict with Message IDs. Note the m=1515684 on the links below, they both point to the same Message ID but it's a different message depending on if you're on the EVE or DUST forum.

Now let's assume I would merge the DUST forum database to the EVE forum database. That would mean that all external links to messages on the EVE forums would still work, but external links to the DUST forums would break, since they'd now point to some Message ID that already existed on the EVE forums.
I have some ideas to solve the ID conflict, but like I said it could take some time. The possibility is definitely there, but I haven't been given the green light to work on this. I'll check the status with CCP Alice soon.
