It is talking about its damage type not the weapon itself.
Also the current sniper rifle is railgun tech. CCP said it is soon to be the longest range weapon in the game. That means it will out range or replace the sniper rifle. That is what I am getting from CCP.

Just please break it down barney style, because I am not getting where any of this says the rail gun is a sniper rifle. The rail gun is replacing the sniper rifle for CCP said it will be the longest range weapon in the game.
