Yes it needs a nerf.
I have NEVER gotten a headshot using the DS3 controllers. I suck at all fps except for CoD (because it doesn't matter it just a 1 hit kill and I am fast with the mouse)
BUT with the scrambler pistol I got 5 headshot...in ONE game..OMG..with the DS3 controller...

Single shot, rapid shot, secret shot... you name it. I was playing DOOM in real life in the basement with those things!
Now, I don't know if I dated myself, or outted myself as the biggest FPS Nerd to ever live... but yeah those things were awesome. |

If you actually can hit the enemy with it maybe you deserve the DMG points but I remember this 1 random enemy running scrambler pistol only & it really did my health in. The only reason I'd argue a nerf for it is because if the flaylock a small missle shooting side arm does less DMG then a scrambler pistol then theirs a small problem their |

I saw the commercial for it 20 years ago and HAD to have it... sadly I never did... a piece of my childhood died that day... then died again when you reminded me of it....

All weapons fall into 3 catagories based on effectiveness. Some weapons are more effective than others. Some are so effective they slope into OP.
BUT,
As soon as you take an OP weapon and move it to the Hard/Medium/Easy section. The next highest effective weapon becomes OP. This cycle will continue until you're back around to the weapon you started at.
