This weapon is likely one of hundreds, if not thousands of small arms that likely exist in the eve universe.
We literally have dozens of companies, both major and minor, who deal in the arms industry in New Eden, and many of them likely make many different KINDS of weapons, from plasma-based to bullet shooters.
Did you know that, as much as lasers are symbolic of the Amarr, plasma weapons are very much prolific in the empire, as well as your average bullet-firing ones (though less common now than they once were)?
The Gallente use railgun technology as well, nearly as much as the Caldari do, and their armed forces have rail-based weapons both small and large at their disposal. Missiles are also not uncommon.
The Caldari, likewise, use plasma weaponry where situations call for it. It likely wouldn't be hard to find Caldari-made slug-throwers either.
The Minmatar love bullets and explosions, especially explosions that come from large bullets. They do, however, utilize Gallente weapons as well, and have even used Gallente technology in some of their own weapon designs. (Mass Driver = magnetically launched 'grenades'. Its basically a low powered railgun. With no need for chemical propellant, the grenades can be much larger. Gallente tech = more boom per shot)
It is safe to say that in New Eden, you could find a Gallente-made railgun, a Caldari-made plasma rifle, a Minmitar-made rocket launcher, or an Amarrian bullet-shooter.
Maybe one day, we won't be stuck with one model for every variant of a weapon (the G75-VBL is the gallente plasma rifle model we use now, regardless whether its a 'GEK-38' or a 'GLU-5) and the models of different 'versions' of weapons will reflect this (Maybe Roden Arms manufactures plasma rifles with slightly shorter range and fire rate, but higher damage, and instead of just calling it a 'breach' plasma rifle, it could be a RA-11 plasma rifle, with a totally different weapon model, but similar feel) |

Also, there is no info anywhere saying the MK-25 is ineffective against dropsuits, or that its for 'unaugmented' soldiers.
Dropsuits aren't THAT special, nor are our weapons.
Dropsuits are very strong combat armour, but what really sets them apart is the use of 'modules' and application of personal shielding (but shielding has STILL been used by armed forces for decades if not more!). The dropsuit did not happen because of DUST mercs, it was around well before.
Weapons used by mercs are also, for the most part, not that special! I mean, things like the HMG and Forge Gun require a very strong powered exoskeleton to lug around, but the SMG? Mass driver? Plasma or rail rifle? These are mass produced weapons used by standard military forces, not just recently invented weapons made specifically for clone soldiers.
Yes, clone bodies are genetically augmented, and yes, they are in a sense super-soldiers capable of taking on much larger amounts of standard, non-augmented infantry, but so much of their advantage lies in their experience and training. They are ever-learning, ever becoming more skillful and deadly, learning from fatal mistakes. THAT is why clone soldiers are so deadly.
And yes, i know that there are certain tidbits from Templar One like the bit about Vince firing an amarrian plasma rifle and saying the kickback would break a normal mans arm, or mentions of how just firing certain weapons could be dangerous to a non-dropsuit user, but there has never really been any clarification or definitive stance on this, and there seems to be far more evidence to the contrary.
