This will be a feature when PC expands to more regions idea.
A corperation can rent a home district (5-50mill a week to rent) but the district would still generate clones making the corperation some money. This district would alway be locked no one could attack a fellow corperations home district . Also you could only own one home district would be a way so that even if for exae the whole eon alliance (just for example ) hated you then you could still have a headquarters and still be able to engage in PC from time to time.
Also if you forget to pay to rerent the district the district will automatically be abandoned.Lastly wouldn't replace starter packs just a way for small time corps to be able to have some action in PC.
Benefits:
GÇó1 unattackable district
GÇógenerates about5-15 million isk a week for a corperation
GÇólet's your corperation engage in PC without having to lose massive amounts of isk.

That would result in thousands of proxy corporations just generating cash.
If you set a minimum member requirement, those would be full of proxy players (PSN signing is free, after all).
Trust me, players would do that en masse. |

I didn't think about that well if there were 1 or 2 drone infestations a week that you had to clear out with a squad of people do you think that would solve the problem? |

I'm fine with the district generating clones, but it would have to be an isk sink in order to maintain. That means there is no possibility of ever making a positive net return on that investment. You could potentially chalk this cost up to CONCORD protection defense costs. Still, concord doesn't protect planets so it would have to be some time of back door arm to CONCORD or another defense entity entirely.
Still in order to balance this loss, I am fine with the distinct being open as an always ready training ground to test tactics and new recruits . |

Or, your home district could be a virtual entity on a server space. You would pay for a training ground of your choice but not have the ability to generate clones. That way you can have an unlimited number of server training grounds without having to take up terrestrial real estate. Sounds good to me. |

I'm in on that being part of a tiny corp. It's got my vote! 
Having corp training grounds would be wicked and needed for those training as dropship pilots. |
