The art design for heavies is a bulky suit. If you think about it,you don't know what's inside a man or a woman because it's so bulky already. If you add hips and booobs to the suit it would just look ridiculous. Gallente medium woman already looks idiotic: a suit on high heals with ginormous booobs - hardly anything that belongs in an FPS. Suits are not supposed to look feminine even if they are for a woman.
