Well, Rouge drones are good and all, but I don't think that is enough to satisfy me, as if I remember correctly, they would only randomly attack districts, which means low number of battles, as many people would quickly take up those contracts. There should many more ways of PVE than just that. And EVE gives us those already.
Well, in EVE, there's 3 main types:
Missioning: This is where you take a security (sometimes other agent types gives you fighting missions,but it's mainly security missions) mission from a agent, go fight NPC's, usually some form of pirate or rouge drone, then head back and get paid, or you have to pick an item/items up and deliver it to a agent, and most of the time, fight through said pirates/ rouge drones to get the item. Also, for each corp, the more missions you complete for it, the harder (but better rewarding) mission agents from that corp you can talk to. So we could keep the basis of that for Dust: Find an agent, talk to him/her, get a mission, go do it, then come back and get a reward. But, how we do this would be different than in EVE; instead of getting missions from agents in stations (unless it's a mission in space such as guarding shuttles or something from pirates or something), you would go down onto the surface of a planet, onto a district, and into the main area of the district. You would find the agent office, get the mission that you wish to do, pick up any gear in town that you would need, rent of bring out any vehicles you wish to use while out, then go to the mission area, do the mission, and return to get your reward.
Ratting: This basically takes out the agent. You go to a asteroid belt, wait for rats (anything bad), and kill it, salvage it, and wait for a bounty to come in. It should basically be the same in dust: you go into the open areas of the district (that means anywhere that is not guarded by the locals that are not pirates), find anything bad, and kill it, take any loot that you find and store it (Maybe a module on vehicles called a salvager that can collect loot?), then collect a bounty for anything you killed, head back, get rid of the loot, then do it again.
Incursions: This is the best one. Sansha's Nation goes out to systems and raids it to try and pick up random people to make into zombies (no, not real ones, they just act like zombies). It's your job to protect the people and scare them off/kill them, and CONCORD pays you big to do so. But what if they expanded it so it wasn't just Sansha? What if it was all the Pirate factions doing this, as well as the Rouge Drones randomly attacking districts to steal resources (what I think they were planning on doing in the first place). What if, we mercs had to fend off anything that somehow hit the ground, while Cap's get rid of the ships from space, and that we had to work together to secure the system, otherwise it wouldn't really end (if there's no Caps', then they would keep on attacking the land, while if there's no Mercs, they would keep on taking people), and eventually, the party that's attacking could even end up taking the system for themselves. But, if we pull it off, we would get even more ISK. Or maybe even weirder, what if mercs/Caps don't want to help the NPC's and they actually want to help the pirates? They could somehow work with the pirate factions through FW-type things, as well as mercs, but on a smaller scale (just that system), and then we could have a epic PVPVE fight.
