It should either be a built-in scout module or a scout-only equipment (scouts would really need a 2nd equipment slot though)
I imagine it would be similar to how an active module works on vehicles. I.E. it will have an active time and a cooldown time but scouts won't have to hold it to maintain their cloak.
I imagine times would be something like this for STD/ADV/PRO Active: 30/60/90 Cooldown: 60/90/120
The cloak will be cancelled by most actions (sprint, melee, shooting) and taking damage (perhaps not fall damage?) but will not be disrupted by regular running and climbing ladders.
If the cloak is forcibly cancelled, it immediately enters the full cooldown phase.
If the cloak is manually cancelled, the cooldown duration is proportional to how long it was active. E.G. I ran the STD cloak for 15 secs, then turned it off so I have a 30 sec cooldown instead of 60.
The cloak does not modify scan profile, range, or precision.
Bonus feature: Sneak damage X number of shots deal Y% more damage if you attack while cloaked (which deactivates the cloak as well) where X is determined by the attacking weapons RPM.
^ Gives scouts an alpha boost while not allowing them to be super slayers. |

Rather than a cloak, that seems more like some kind of TACNET hacking E-War equipment. |

This is a terrible idea, especially if you are a well known player.
Works well enough for the Spies in TF2 though. Would be absolutely glorious equipment to have if we ever get larger matches, e.g. 64vs64. |

As long as it doesn't give total invisibility, I don't think it needs any other counters. |

At long range IE using the FG I imagine that almost invisibility would still be very hard to detect, at CQC I would imagine it would be hard to not see them, a little HMG spray to get them out of cloak.
If the cloak only had a small amount of distortion, then it would be quite effective in CQC while still being noticeable enough if your looking for the cloaked person. |
