Its PATHETIC when a basic weapon is as good as it gets.
The basic laser is the best laser weapon in these areas:
Lowest feedback damage.
Lowest ISK cost.
Lowest CPU fitting cost.
Lowest PG cost.

I did a test the other day:
I had basic laser, basic suit and a longtime closed beta tester on the enemy team killed me with a Viziam ,proto suit
Test 1 to check time to die so I died to a Viziam user...k .
Respawn and this time lets go mano a mano.
I killed the Viziam, proto suit user.
Was it my "skills"?
Hell no!!
The insane feedback damage on the Viziam did the other guy in...lol.
I just triggered my basic laser at the right time...lol.

And this is exactly how tiers should work. Higher damage BUT higher penalties, which means a player needs MORE SKILL to use the Viziam effectively than the basic, BUT if you're skilled with LRs then the Viziam will definitely be more powerful! The operation skill makes heat cooldown faster. The LR is all about heat management, and a pro will know when to stop firing, and hence can use the Viziam to great effectiveness, nullifying drawbacks with practice.
This is the fundamental premise of tiercide, too, and the fundamental reason why the AR is such a mainstream weapon that it's FOTGame for every FPS. As you progress in tiers the AR does not have increasing drawbacks that you have to compensate with player skill.
