From reports of Devs concerning Factional Warfare, it appears many players prefer fight for Gallente and Minmatar battle leaving interactions with other races as somewhat lopsided are hard to fill in the queue. Maybe the Gallente are just sexy beasts or we trust in rust; however the disparity isn't helpful for match organization.
I am proposing a system the integrates EVE online's CONCORD into the paradigm of encouraging players to fight for particular races. How it works it that small bonuses could be payed to players/corporations by CONCORD which fight factional warfare battles in favor changing the dynamics of interstellar commerce between various races in the eve universe. The size of bonuses are dictated in two ways between the four factions. First, the lowest size faction is given a bonus. Second, on a weekly random generator, one faction is given higher precedence by CONCORD for a bonus. This could be chalked up to lore appropriate support that CONCORD is receiving from that faction for the designated week. It is possible for both bonus factors to land on the same race faction. In this case, the bonus properties stack.
Additionally, bonuses may be increased further by a corporation consultant. I have outlined the details of consultants in this topic here.The corporate consultation skill in this context would be CONCORD fiscal negotiations. This impacts the size of the Factional Warfare bonuses distributed to each merc in the corporation with whom the consultant is associated. Base percentage levels of the negotiations skill increase by 5 percent per level. Percentage is applied to the bonus dispersed by CONCORD. The consultant is provided an automatic fee of service as intermediary between Corporation X and CONCORD for every Factional Warfare interaction that includes a faction specific bonus.

Yes, CONCORD's directive enforcement department holds authority over space security and not planetary interactions, as far as I know. What I am thinking about is CAD, or the Commerce Assessment Department which oversees interstellar trade. In the context I described above, this would be the department which incentives balances in trade relations through back-channel payments to mercs in order to serve as a proxy enforcement arm of CONCORD on planets.
I am probably way off on the workings of CONCORD, so please correct me if I am wrong. |

The system doesn't necessarily need to be tied to CONCORD. What do people think about the basic premise behind monetary encouragement toward fighting for various factions in order to bring more queue balance and interest to FW matches? |
