Now would be the perfect time, as we are going back to the "fundamentals!"
Capacitor adds a stronger link to the eve universe, more strategies for building vehicles, adds more control that a vehicle operator may have over his/her situation, less balancing issues, etc.
The incoming changes will probably cause many issues for balancing and bugs, that changing the system to include capacitor may be the wiser choice here.
We're already starting from the ground up, so why not take the extra step to build this structure from a sound foundation, rather than the broken one we've been using for the last year or so?

Then there's the fact that unlike EVE where you target something and the turrets lock, auto track, and auto-fire, allowing you to micromanage everything else, the driving/piloting in Dust is a bit more involved as which will make micromanaging a bit more difficult on the ground level.
Honestly I'm all for capacitor however but it's something they would have to do right the first time if not it will probably take even longer to balance than anything else the game has ever had. Should they choose to add it though they have my vote for the simple fact that it would start paving the way for electronic warfare.
Personally, I think capacitor is the main reason electronic warfare would even work.
