Market messages suggest both that:
"Last chance to buy blueprints in marketplace. Stock up before Oct 8."
and a similar message:
"Last chance to buy Merc Packs, stock up before Oct. 8."
I'm paraphrasing, but that's the general gist of it.
So, are ALL BPOs actually leaving the marketplace?That's one matter...
or is that referring to the Merc packs going away?
I think it's important clarify what you're talking about here.
What exactly are the Merc packs being replaced with? The last time the merc packs "went away", pretty much everything in them wound up on the marketplace a la carte in a more convenient fashion.
If someone only "kinda" wants stuff in an elite/vet pack, they might want to wait a week to get Aurum that way to pay for Omega Boosters or whatever.
It's a conflict between "there a couple things in an Elite pack I could use" and "Oct.8 every single item in a new 'Elite' pack will be new as-of-yet-unreleased gear - and you'd be a freaking idiot to pay now when you could just pick up those two items on the cheap when they get thrown onto the market like last time".
Is this something that could get cleared up? This is aside from the fact that you're about to retire a $100 Merc pack that you never fixed the stats on. |

Well, that answers the question about the old merc pack items winding up on the market I guess.
I guess it would be too much to ask for them to fix the Dren weapons or tell us what's going to be in the "new" Merc packs after October 8th.

All the Dren (and indeed, all Merc pack items) are of STD quality. They basically don't deviate from this at all. Exile = Dren = Toxin = Assault Rifle (plain std-level one).
It's in the item descriptions as well "Variant of Standard {whatever} used by elite forces.
However, with the Swarm Launcher and Scrambler Pistol in particular, they used the MLT fitting numbers.
Typically, fitting is one of the ONLY differences between MLT and STD items, so the Swarm Launcher and Scrambler Pistol are gimped versions despite all other Merc pack items (and the item descriptions) claiming they're standard-level items.
This changes a STD Scrambler Pistol from 11 CPU 2 PG to 20 CPU 5 PG. The Swarm Launcher has the same issue.
It acts as a Bait-n-Switch as well.
STD-level Assault Rifle and Shotgun BPOs existed prior to the Dren pack (there've been many many AR BPOs for whatever reason). The only two "new" weapon BPOs were the specific weapons that received gimped MLT versions (with descriptions claiming they're STD used by elite forces).
The other part of the bait-n-switch is the lack of value in MLT BPO of either. EVERY SINGLE PLAYER in the game gets what amounts to a free MLT Swarm Launcher on their Anti-Armor Starter Fit. Multiple starter fits already have the same for a Scrambler Pistol MLT-level as well.
So, two of the most theoretically appealing items have incorrect stats that can trick people into spending money on them without getting the item they're thinking they're getting. The problem got acknowledged 2 months after the release, and now another 2 months later they're ready to retire the merc pack without ever putting in the rudimentary intro-to-excel fix for the stats in the 5 months the product has been out. |

HTFU with respect to you not reading things? There's nothing in their post which contradicts the fact that in-game it says:
"Last week to buy Mercenary Pack, stock up before Oct. 8."
It only says you can still get BPOs from Veteran/Elite packs. If nothing else, because the Mercenary (regular pack) has BPOs now, it suggests that after Oct. 8.... it will no longer have them (or exist, one of the two). The Vet/Elite packs may or may not change, since their language is ambiguous, but they'll have BPOs either way. |

It wouldn't hurt them to be more descriptive, especially considering that so much of this is time-limited and people only have a week to figure out what's going on... |

I've already repeated it a few times, but...
If you turn on the game right now, and go to the market, look on the right side of the storefront. You'll see a picture of the merc pack with a scrolling message that says:
"Last week to buy Mercenary Pack, stock up before Oct. 8."
As noted, that may or may not suggest that the Merc pack is leaving for good or being replaced with another Merc pack that doesn't have BPOs. It can be inferred that if the Merc pack is replaced by a new regular Merc pack after the 8th though, it won't have any BPOs from the CCP post saying that Vet/Elite packs will still have them (conspicuous lack of regular merc pack in that description).
It is also unclear if "last week to buy Merc pack" refers to all Merc packs changing, as they could change the contents of the Vet/Elite packs to other different BPOs and still have their post about BPO changes be true. |

CCP hasn't said anything about changing the content of any pack. I think you're drawing conclusions based on no evidence and drumming up a conversation of things that have no foundation. Vet and Elite packs are going to remain for sale as they are. Merc packs are being removed. That's it. That's what the information says.
Merc pack going away is a change to "Merc Packs". The last time they gave a "last chance to buy Merc pack", it was replaced with another Merc Pack (and we weren't told the contents of the upcoming pack ahead of that). So, it's not altogether speculative to assume they'd do the same thing (release another one with different contents), as it would also be a bit odd to have only $50 and $100 price points for Merc Packs. So, aside from the fact that their post implies there'd be no BPOs in any new Merc Pack, it's reasonably to believe a new/different Merc pack might be coming shortly (e.g. - changes).
The in-game notice does nothing to suggest that the Vet and Elite packs specifically are changing, true. However, since they do have three in-game packs called Mercenary Packs, it would behoove them to verify this.
Mercenary pack ceasing to exist is a conversation of something that is actually happening. CCP not being explicit with all changes (the BPO off-market post doesn't mention the Merc pack going away) also provides plenty of room for discussion there, as does their prior history with Merc pack changes, the broken stats in the current Elite pack, and this slate of changes being given a one-week timetable with no prior notice.
