No.
1: Caldari doesn't do speed. Look at the dropsuits, and then look at the ships in EVE. 2nd slowest most of the time.
2: Caldari Like stability and precision. Hovering could warrant winds slightly moving the HAV, thus ruining the accuracy. |

I say that like Enforcers, they should be a higher tier tank (thus justifying my decision to level up the Caldari HAV skill to the point where I can access these tanks). Hover tanks would be quite a contrast to Enforcers, bringing mobility where Enforcers are actually penalised in terms of speed.
Oh I see now. Well, even then, Caldari still doesn't go with moving, but accuracy, so it wouldn't make sense lore wise, as with the WInmatar with being underdeveloped. Gallente doesn't really do hovering, and therefore, only makes sense for Amarr to have hovering. So still no. |

Anyways, the HAV's built for speed would be Black Ops HAV's, and the Race built for speed is Winmatar, so you could have said make the Black Ops HAV's hover, but still wouldn't make sense. |

Caldari are made to sit with a decent resistance and a good passive regen, and send down death. You forgot the other other variables: range accuracy and damage output. Try sitting on a hill, and firing on a Maddy. Make sure you have plenty of time to hit the said Maddy. Watch it blow up. It's quite nice. Just to show it to you to make sense:
damage output: High
accuracy and range: medium-high
speed: medium/low
tank: medium
Gallente is basically the same, but is terrible at range, and has horrible range. That's why their favorite turret type is blasters. Plus, they have to get close to do max damage because blasters are inaccurate and the charges dissipate fast due to unstable firing method, so having stronger engines to get in close makes sense.
damage output: high
accuracy and range: low-medium
speed: medium-high
tank: medium |
