Disagreed. Scouts need not be concerned about Scanner Spam, provided they are sufficiently dampened. And which scout is sufficiently dumpened? I give up - I don't got that 15 dB signature to beat proto AS. I run around lighting up like Xmas tree with 'u've been scanned'. I got level 3 into dumpening, so...
I am hoping that most mercs aren't gonna bother with the prototype scanners because the other ones will light up enough reds anyway.

Yes scouts used to be able to speed tank, but due to various hit box problems and the 1.4 changes to TTK, it no longer works. Speed now makes very little difference, and escape attempts are usually futile.

Your presumption is wrong scouts are not supposed to have a healthy advantage at cqc that is a play style that has been introduced from other games, people said oh wow I can move fast equip a shotty and I'm good, problem is scouts are made to SCOUT which means go look around, scan, and hack, anything you do otherwise including nk, sub, shotty and attempting to take on the classes that are designed to kill, assault and heavy well thats on you, let me reiterate, scouts are fine for their intended purpose, like being the first to the objective, but they are not frontline assault troops. I disagree. All scout suits have bonuses to stealth (dampening), thus making them innately harder to find and see. The minmatar scout suit has a racial bonus to melee and nova knives. The Gallente scout suit has an extra bonus to stealth (scan range). Clearly there is more to the scout role than those you've mentioned. There is some combat intended, although certainly not frontline with the blob as you say.
To say scouts aren't supposed to use weapons, especially nova knives, is plain out of step with their (current) design. Nova knife bonus and stealth perks suggests getting close to your enemy. The fact they have two weapon slots like other roles, and that their fit is invalid unless you fill one of them, suggests a combat role. Scouts are made of paper and die much faster outside of close range. So does it not make sense that their best combat is within 10m with lots of things to hide behind? (aka CQC).
I'm not suggesting they should be buffed explicitly to excel at CQC, I'm suggesting that's probably where they're at their most dangerous. Your suggesting they're a pure recon role flies in the face of every bonus they have.
