Have the drone equipped with a sidearm slot. It would have to be a vehicle to call it in as well, because you can't fit a weapon on an equipment. I think this would be very balanced. Nova knives wouldn't be equippable I think though.
I can actually imagine SMG or Scrambler Pistol wielding drones buzzing around killing snipers/ rooftop forgeguns, and destroying equipment.
There should also be a hacking tool/repair tool that you could replace the sidearm with, the hacking would take 1.5x or 2x longer to hack things than it does with your Pip-Boy.
As far as slots and fitting resources go, they don't have much. They might have 1-2 slots at proto level, possibly no slots at standard level. At prototype level the frame could cost something like 35k isk. You would barely be able to fit a prototype weapon on a prototype frame. They would fit infantry modules, despite being a vehicle, and would be unlocked with equipment skills rather than vehicle skills. These would be an equipment for all intents and purposes, but they would just he called in with an RDV instead of thrown on the ground by infantry.
These things would need to be fragile, with only 150-200 EHP, because they are going to be a small and somewhat agile target. They won't be able to strafe very well because they would carry momentum in the air. Make them faster than an HAV, but slower than a LAV, perhaps 75% the speed of an LAV. Their size would be about the size of a normal beach ball but a bit smaller.
Collision damage would be almost nonexistent because they would not have much mass, they would need to hit a wall at almost full speed to blow up.
Their scan profile would be large, as to not encroach too much on the realm of scouts. They would also have a fairly distinctive and loud noise when they are within 20-30m. These are not shealth machines, they are recon and sabotage devices.
Their maximum range should be about 200-250 meters from the control point. When aproaching the edge of their range the get a warning. When the leave the effective range they fall out of the sky, and depending on their altitude, can be recalled by the user if they survive the fall.
