Since TacNet doesn't work anymore, as of the 1.4 patch, we need something else.
Specifically TacNet Modules that functions in two areas.
A ranged, wide area Scanner. It must be carried in an equipment slot. Militia version is 80m 30degree. STD 100m 60degree. ADV 150m 90degree. PRO 200m 120degree. The problem with this design is the module must be aimed and a degree limitation might not be workable with the current game mechanic. So limiting to range and 360degrees might be better although it could be balanced by reducing their ranges.
Secondly there is the TacNet function. This could be under a different Skill Tree.
One version will connect Your Squad Together in a 200m radius. This would allow all Squad members to know each others location as well as status of shields and armor (names too, just in case that isn't obvious).
The other version will allow the Team to have this information but limited to a radius of 150m. This includes all Blue locations, shield and armor status under their chevron and name.
These could scale from 100m at STD to 250m at PROTO. Or such.
These could be based on the Active Scanner Skills for the one variant. The other could be a Passive Skill as they would be deployed and left alone to provide intel on both Blue, Red locations if a scanner can report to the TacNet unit.
WP would be very little (probably based on whatever the Devs are doing related to Scanners and other small WP methods). I would also suggest that if there is WP then the first one in a radius is the only one available for WP. This might prevent the equipment spamming that has been a direct result of requiring uplinks in Domination battles.
I am open to suggestions to get TacNet operational again. I hope the Devs are as well. 
Obviously, I really dislike that a major piece of Lore disappeared such that the Active Scanner Must be used. Let's solve the problem with the best solution possible. One that burns ISK, SP and AUR but will actually produce some intel and possibly a little WP.
