Yulai would sound good to me, I looked at it from the starmap, and the only habitable planet over there would be Yulai III, and orbiting on its first moon is a station owned by Secure Commere Commission Depository, it could also work for the station part of the physical IGS. And since both the station and the Yulai III planet are close to each other, you might not always have to use a Clone Reanimation Unit to reach the planet, an Interbus shuttle could probably take you there too.
And speaking of the chat channel, I could possibly set up one with my EVE account, so we could have MOTDs for a description of all the locations within the physical IGS, and moderation abilities in case trouble ensues. I'm still uncertain what this channel could be called, suggestions on your part would be nice. We should also discuss what rules would be enforced on this channel, and whether or not we should create a new OOC channel along with it or use the pre-existing ones, DUST OOC, OOC or the CCP created Out of Character. |

The station I suggested in my own post is in neutral CONCORD territory, and so is the planet Yulai III, the place isn't really meant to be some kind of a hub area for DUST mercenaries to all come together, since most of us would be living in our own empire space. The physical Intergalactic Summit is just that, a Summit where mercs from all walks of life can visit and come together without a massive war ensuing on the hallways. |

There's no reason that there might not be a little bit of both. The bar might even be at the CONCORD bureau station.
Having both a space station and a ground facility would probably be the best solution for the multitude of locations that have been created in the physical IGS, but continuing with the chat idea, we would probably have to create two channels, one for the ground facility and the other for the space station, it would be difficult to know who was where if both were the same channel.

Intergalactic Summit is basically a forum, nothing more, nothing less. What we have come up with is a physical version of this Intergalactic Summit, to explain the emissaries and other structures where people do physical roleplay in. |
