There are a few things we have planned to help with this but are not quite ready to discuss yet. We are working on it though.
I was thinking that you could have a couple of stages that districts go through in FW.
Stage A: FW Domination/Ambush: If attackers win, the district is reinforced and defenders fight the next battle as a skirmish with 25% less clones. If attackers are routed, the next battle still is another Domination/Ambush.
Stage B: FW Skirmish: If attackers win, the district changes hands. If defenders win, the next battle is a domination/ambush match.
Stage A battles would be initiated on the Dust side against any hostile district. If your squad attacks a district you would be fighting for the enemey of the district's ownsers. If successful, you then queue that district for a stage B battle, as if it was being scored like people were running plexes in it. The fewer 'Stage B' battles occuring, the more likely a Stage A battle will occur, leading to more Stage B battles.
Stage B battles would take priority for spawning fights, over Stage A battles. And attackers would need to win 2 battles in a row to flip a district. However, they could fight unlimited FW Domination/Ambush matches that would be appropriate as they could be spawned to 'intercept'.
So you could potentially have many more battles with this mechanic, and it would also be a way to dynamically affect the amount of 'offensive matches' without negating the need for Eve players to do their thing.

I typed this post to offer a solution and it disappeared...
But basically generate 2 stages to FW.
Stage A (Recon-Ambush OMS/Domination):
Recon battles are randomly spawned throughout the FW zones regardless of Eve pilot plexing, but they have a lower priority of spawning. Recon battles are either Ambush OMS or Domination battles. If the enemy of the district owners win the recon, then an Assault (Stage B) battle is started. Otherwise, defenders keep the district.
Stage B (Assault-Skirmish):
This is what we have right now. However it creates the predicament listed above. All that changes is that an attacker's "Recon" is generated through Dust activity can be repelled or successful which then generates an assault.
-Plexing in a system is most likely to cause a Stage B battle in that system. -Successful 'Recons' by infantry attackers then also lead to Stage B battles. -The more 'Recons' won in a system by attackers, the more likely Stage B battles will occur in nearby surrounding districts. -Successful 'Recons' by defenders have no effect on future stage B spawns. -If you are queueing for the winning side in a faction you will be more likely to get Stage A battles. -If you are queuing for the losing side in a faction warfare match your faction will continue to get Stage A battles until your Eve allies are more aggressive or they win more stage A matches. |

It would be nice to hear from the devs on this one, but it is more than likely that this is a function of higher value isk items destroyed in battle, not BECAUSE the FW corps pay more. |

The Caldari not too long ago swept their warzone and owned every system (meaning the Gallente owned 0) and got a nifty medal for it, but that's it. Supply starts to outweigh demand and the farmers move to the other side, as there's now a lot of pasture to graze in.
Of course, that's all EVE-side worries, but since Dusters can't cap systems, EVE-side worries in FW are DUST-side worries. Pretty sure it was the Gallente that got the medal... but yes your point stands and is correct. It will be interesting to see how long this lasts. Sorry, but debauchery and scraps will never truly beat merit and adamance.
