I plan to fill in my (soon-to-be) empty character slot with a Caldari character, and nabbing that C-1 "Raven" Assault suit blueprint, to save some ISK. Hopefully, with 1.5, the Rail Rifle will be among the weapons released, and my suit and race combo should give me a little bonus, at least in theory.
My question is this; which weapon do I use in the meantime?
I mean, I was never too good with an Assault Rifle, but since 1.4, I seem to be getting slaughtered much more often in close range. It's almost like some folks don't even have to try. I'm used to keyboard/mouse anyhow, as it feels more natural and precise. (Yet I seem to have gotten worse at close-quarters combat, if that were possible.) So which weapon should I go with? Bear in mind that I want to save up as much skill points as possible for when the Caldari Rail Rifle (and Magsec SMG) are released, so hopefully there's a temporary alternative to the AR.

If you play with a KB/M and don't like to lose clones, try the tactical assault rifle. Worked for me. |

Now imagine having the fine control of a mouse with that scope.
EDIT - But yes, better at long range. If you pick your battles, stick to your optimum range, and watch your surroundings carefully you'll do very well. I just went 26-0 with it in a Domination match. |

Active Scanners are always a factor, no matter what gun you run.
But you can't go wrong with a TAR if you want to be effective while avoiding CQC, that's all I'm saying. |

It is the version of the Gallente Assault Rifle (Plasma Rifle) that seeks to imitate the properties of the Caldari Rail Rifle. Therefor it should be about as close to a Rail Rifle as you can get until the Rail Rifle is released.
Although technically the Sniper Rifle is a rail gun and is a rifle, but it has no way to aim when hip firing.
Other points relating to your original post:
- The racial bonuses have to do entirely with the suit you skill into. The only difference your race makes is that it determines which raceGÇÖs free starter suits you get.
- Since the Rail Rifle and Magsec SMG will likely sacrifice damage for range, you might want to use the Gallenti Ion Pistol or SMG with your Rail Rifle instead, for people who get close.
The Magsec SMG will likely have the longest range of the sidearms and will probably be good to pair with short ranged weapons such as Shotguns and SMGGÇÖs.
Most of what I know about the unreleased weapons are educated guesses, so I could be wrong on some of this.

Shotgun, militia/standard is pretty much as effective as any. Pair it with a good SMG and an Active Scanner and you're a mid to close quarters killer. (Keep the SMG at the ready, and use the Shotty as a sidearm.) |

Pretty much this. Rail Rifle will most likely be semi automatic. TAR is the current placeholder for that gun till it's released. But this one is only available at AR lvl 4, so if you want a cheaper semi auto gun you'll want to try the STD Scrambler Rifle. Sure it overheats and sucks but it's cheaper ISK and SP wise.
