Hi, I'm TheAmazing FlyingPig. You've probably flamed me in another thread for voicing an unpopular opinion. Well I'm here to tell you that this one is going to be no different! Scout suits, when played to their strengths (as everything should be), are actually a VERY fun suit to run and comes with built-in invisibility. In every round I have played, I have yet to go below a 1.0 K/D ratio.
Anyways, here's my fit:

Being a tanker, my core suit skills are garbage, so I left the sidearm slot open. This fit costs me 600 ISK to run, and has wrecked the backs of many heads. The Active Scanner lets me peek around corners without revealing my frail body to gunfire, allowing me to pick and choose my engagements. Two redberries facing me? Nope. Two redberries shooting at someone else? +50 +50.
I've seen how people use their scout suits, and it is just downright suicidal. It is a speed / stealth suit. Stop running with the mass of blueberries into the mass of redberries expecting to do barrel rolls through gunfire and see just how well the aim assist helps your enemies when they never even know you're there, sitting behind them with a shotgun, whispering sweet nothings into their ear as you gently kiss the back of their neck...
TL;DR - You're doing it wrong. My Militia fit and garbage skills are, in a bad game, getting me 1.0 K/D.
I certainly agree that scout suits aren't useless. I run as a scout 98% of the time, and usually do decently to quite good. I usually get a K/D ratio between 1.2 and 4.5, with the average perhaps somewhere around 3 - nowadays. My total K/D over all my matches isn't as good, due to me sucking for the first couple of months I was playing. But it's rising at a steady clip.
However: The fact that it's possible to do okay in the hands of a competent player doesn't mean it's good enough compared to other suits. I've done a few experiments with assault suits, for comparison purposes. Setting a basic Minmatar assault up as close to my advanced Gallente scout suits as possible, and mostly retaining the same play style, I do so much better. One complex KinCat gets me very close to the same sprint speed, strafe speed is really close, the passive scanning range is close to the same, the passive scanning precision is good enough to spot most medium and heavy suits and the HP tank is way better.
My point being: the scouts have exactly one substantial advantage; the low scan profile. They won't pop up on your radar as often. This advantage fails the moment the enemy turns around and spots them. Any player worth their salt checks his surroundings often. More substantial - and differentiating - advantages are needed. I'd be happy with a bit of extra CPU and PG, an extra equipment slot and better base scan range (15 or 20 meters). And possibly a slight speed increase.
