You got it wrong the Civire look the most American from their models in EVE and the Deities look German the Achura do look like some kind of Asian culture though.

Caldari are more early Industrial Japanese Culture but I have seen the similarities drawn between the settling Americans and the Caldari.

Caldari have strong Japanese culture survived the gate collapse so they're very likely japanese. Many of the main line caldari naval orders are named by various japanese blades, as are mordu legion.

Most governments or ideals of them did not survive the collapse at all. While concepts are familiar the traits in each of them are drastically different enough you cannot really compare them to anything on earth.

For example there is no country in existence on earth yet or has that mimics the caldari order. While there are many traits embodied by the caldari that can be found in many other governments and cultures there is nothing that comes close to where something like Nasdaq board runs the entire nation.

Same goes for the Amarrians, Gallente, and Matar. Most of those are bastardizations of what we're familiar with with a splash of differences between what we know. This however is very great for fiction as it allows holes to be filled in due time.
