So leik, I derped while at work and thought a bit about the installations in Dust. At some point they are going to be called down from the warbarge to the map, and I figured that the best way to do this would be to have a Platoon Leader in a match (or some sort of commander role, a squad leader for squads), and have him solely able to call installations.
The feature would be disabled for pub matches and *possibly* faction warfare, meaning that no installations may be called (neutral installations would still exist as they do today). Public matches should not have one person controlling the match, as they are geared more for solo players and small groups. Installations would be a feature unique to PC.
Basically, every infantry unit (everyone outside of a vehicle for x amount of time) exerts a sort of "control" area (or influence), a circle with a radius of 20 meters. The Platoon Leader may call installations anywhere within friendly influence areas. This would prevent the enemy leader from simply spamming a wall of installations adjacent to your redline, being (what I would think to be) an unwelcome form of metagaming. A player must be near the area for the platoon leader to call down an installation.
Conflicting areas of control exert pressure against each other. If multiple units on each side are present, each additional player produces a diminishing return of an additive effect on any overlapping area. If an entire squad is sitting at a prime installation area and is being harassed by a lone wolf, they should exert more influence on the field, limiting the ability of the solo'er to impede on the installation drop.
This would give a sort of commander-esque influential player on the field. With taxes being implemented, installations can be purchased on behalf of corporations and called into fights by trustworthy corp members given the role of platoon leader (or an equivalent), while still leaving room for potential AWOX'ing by dropping installations in areas more useful to the enemy team, or simply by draining the corporations supply of installations and costing them dearly. I imagine that they will be fit like vehicles, so modules should multiply the cost per turret.
