It now takes 14.7 seconds to shoot 6 times with Swarm (reload included), it used to take 16 seconds to shoot 5. It would take 12.6 seconds to shoot 6 times if the skill was working. Do you think it might be possible the skill is not working ... By Design ! Since EVERYONE, AV users included, said the changes weren't wanted until 1.5. AND (to my knowledge) there's been no comment from CCP that they'll be fixing it. Chances are that was the easiest way to revert their changes after submission to Sony.
I don't think so.
It was possible for them to hotfix the TAC AR - if they really thought swarms needed immediate intervention they'd be openly changing it rather than 'deliberately not having a skill work'. It's hardly the first time a skill hasn't worked either. |

Of course, any random whiny tanker in an NPC corp makes everyone else look like scrubs.  |
