dropsuit is only x1 and biotics is only x2, so it doesn't take long to spec into Kinetics. The biotics gives you +1% for speed with each level so you will very quickly get a noticable speed increase. (the basic kinetic is 5% so you will have 10% as soon as you get basic kinetics)
For now, I recommend you use a cardio regulator. I have one on the scout sniper I play occasionally. Combined with the extra speed of my scout suite and the +3% from the lvl 3 biotics, I don't fair too bad. I may not run like the wind yet, but I do run fast for a very long time even with a basic regulator. Would I want to sneak attack with a shotgun? not sure because I have not tried that build yet. |

If you're using nova knives, you need the speed for sure. But even with level 3 biotics and the Gallente scout suite (the slower of the two light suits), I run noticably faster than everyone else, particularly compared to armor tankers. You should be specing into the Minmatar light suite since it gives a bonus to nova knives and is faster.
I suspect that CCP made it hard to spec into kinetics because it gives a distinct advantage. Not sure though. Either way, it won't take too long to spec into them. |

Another thing: the kinetics take an obscene amount of PG. The basic is something like 10-15 CPU and *10* PG. You may need to spec into engineering to increase the PG of your suit enough to fit one without sacrificing other slots. Then again, the AR is a low PG consumer so you might be okay. The sniper rifle consumes a lot of PG, so I would not be able to fit a kinetic on my sniper fit even if I wanted to (the cardio is more beneficial for that basic fit I think.) |

those two are expensive, but invaluable to level into. Like the dropsuit Armor and Shield, they are useful regardless of what build you aim for.
Biotics is the same. having seen the benefit of just +3% on my mini-logi, I would recommend everyone but dedicated heavies spec into biotics. |
