Currently, scouts are wholly outclassed as snipers. I don't snipe much, but this does seem a pity: heavies are fairly inarguably better suited to the role than scouts, since they can shrug off a mistake or two and then lumber back out from under cover for some sweet revenge, and logis and assaults can bulk up on damage mods and still have better defense.
The scout sniper (moderately tricky to find, but very easy to kill) needs some love, and the Caldari, with their love of all things long-range, seem like just the ones to do the job.
I'd suggest making the Caldari Scout racial bonus a boost to either sniper rifle damage in particular (5%, dare I suggest?) or hybrid damage in general (2%, would apply to rail rifles, AR's, etc.), rendering the suit a glass cannon. I'd suggest going the sniper-specific route: the suit needs to be good enough to outclass other sorts of sniper in a duel, especially at the high end.
Bluntly, at the high end it should be able to consistently charge-sniper headshot a heavy straight into its next clone, but itself be highly vulnerable in exchange-- a suit that kills easily, but is easily killed.

No, it should have the lowest profile, and a time bonus on active camouflage, snipers compliment scouts because of there ability to move great distances between shots, making scouts a snap shot sniper, moving regulary and sneaking up on other snipers for headshots with a scrambler pistol, very few heavies get up from a double tap to the head!!
Thing is, we've already got this. I can hunt snipers perfectly well as-is with nova knives, an SMG, or, yes, a breach scrambler pistol.
Except for the active cammo. That, so far, appears in the Gallente scout desc and no where else.
Note also that we still need a role for the Amarr to fill. |

That's the thing when you are a sniper , you shouldn't be seen . Those are the people that I try to eliminate first . I have scout fits that I snipe with and find it very successful .
I have a heavy sniper but that only because until I get my prototype , it's the only suit that I have that would except the computer and programming usage but it has no equipment slot so that's a problem . But maybe when all the classes come out then you will have your wish .

Me being good at my job, however, doesn't say much about the sniping quality of my suit.
The kind of sniping I do (on the rare occasions when I do it) is almost always counter-sniping, which I consider a separate category. I seek low or medium ground instead of high, and use a tactical sniper rifle. Like you, my defense is based mostly on the art of not being seen (thank you, Monty Python)-- which, however, any suit can do at range. My analysis of which suit types are under versus overperforming is therefore based largely on who I'm shooting at, and on how much damage they can put out.
At range, all suit types seem to be equally easy or difficult to detect; passive scan's not in play, so it's all about getting people in the crosshairs. My problem is what happens once they're there.
Scout snipers reliably die in 1-2 shots. Non-proto assault usually drops in 2-3. Heavies (and proto assaults) swallow a full clip, then waddle back under cover to repair before I can reload and line up another shot.
Similarly, scout snipers have limited high slots for damage mods compared to their competitors.
For a good sense of the problem, consider this: what types of suits do you see Thale's users in, and why? (Heavy, because they can lose the hide-and-seek competition without losing the suit.)
Scouts were meant to be the standard specialized sniping suit. Remember the Arbitrator class? What I'm after is a scout that is an equivalent, if not superior, sniper platform-- not because I'd use it much (I <3 nova knives and SMG's), but because the only sniper advantage scouts currently enjoy is to be marginally harder for close-range hunters to locate (until they fire. Surround-sound headphones FTW!).
... And, yes, I'm not really expecting this to arrive until the list of suits gets fleshed out. More a wish for the future than a "CCP DO THIS NAO!" |

Okay, now I'm half-convinced you have me confused with somebody.
(1) I never use Thale's. I don't have the skills.
(2) I do not fly dropships, though I have been known to rarely hop aboard for a ride to a tower-top. Towers are exposed, though; I'd rather shoot up at them than down from them. For this same reason, I start to feel bad for the other team if I'm on one for more than three minutes without dying.
I have very rarely been known to go on a counter-sniping rampage and rack up a pile of kills, but I'm not precisely a godlike sniper.
If you want to find a hostile Thale's user, the typical spot is the back of the enemy red zone. The Thale's has a much more powerful scope than its non-officer cousins. They're generally very difficult to counter-snipe, both because of where they are and how much armor they've got; usually, the best reason to go to the trouble of locating one is so you can drop an orbital. Most will take this as flattery. Doesn't matter; it's worth it to kill the weapon. |
