Wrong.
From the dev blog: "You could sport a shotgun and assault rifle for maximum effectiveness in short- and medium-range engagements."
Now the suit is terrible at actually doing this, but you can't in any way argue that the suit was only intended to sit on a rooftop. It was definitely meant to utilize its dual-wield in a great number of scenarios, including front-line fighting.
I think the main problem with the commando is lack of mobility to keep up with Logi and Assault suits. With enough speed to be a solid member of a mobile squad, it could hold out a lot better as its EHP aren't all that different from many other front-line suits that aren't completely filled with tank mods. I'd add a bit more fitting (to squeeze maximum effectiveness from each slot) and move the proto second high to being a second low, and tweak the base speed to match Logistics. The differences are subtle, but would go a long way towards making this a viable and interesting choice.
^^This is my recommendation after extensive testing with the commando suit, including proto variants. My preference is a Scrambler rifle / Mass Driver combo.

I should add that I kind of hate the equipment slot. Its helpful to have a nanohive if you're running the aforementioned rooftop sniper/swarm combo, but the vast majority of the time I'd prefer a grenade over equipment. That way, I'm still ultimately reliant on Logistics, encouraging team play. There's already far too many rooftop and hilltop snipers/forgers/swarmers these days as it is (popular because of the insane K/D ratios you can achieve) but its an ineffective way to play in terms of actually winning a match. I'd rather see a Commando that can do fine in the trenches, taking objectives with squadmates, than a Commando that encourages even more people to lone wolf (and thus be less useful to their team). |

This I wholeheartedly disagree with. One of the -BEST- successes that CCP has had so far when balancing ships in EVE during their Tiericide effort has been standardization of slot count across all racial ship variants within each class. Differences in each game aside, the principle here holds as well - slots are an extremely powerful component of the system, and varying their number is an easy way to scale power in unexpected ways. I strongly believe that slots should vary in whether they are high or low - but a Minmatar shouldn't just get an extra couple of slots because its Minmatar.
Look at how upset people are with Proto gear right now - and note that the stats on Proto gear are often the same as standard, they just have more usable slots. That single change alone causes big advantages on the battlefield - its far too substantial to be a variation between races of the same suit class and quality.
