AFAIK, the only way to become "invisible" to scanners is to run proto Gallente Scout with 4 complex profile dampeners in the low slots. This takes your profile below the precision of the best active scanner available. The downside is that with that fit you will be about as tough as a wet tissue and not exceptionally fast.

You can swap out a dampener or two for kin cats and still be ok most of the time because most folks won't be carrying a scanner good enough to scan you down anyway. You will just have to watch out for the few people that do.

Also look into nova knives at least at advanced level. They are very quiet when they hit and less likely to draw attention from any nearby red dots when you kill someone. Remember just because you aren't on radar, doesn't mean that there aren't other ways to find you.

You might want to look into the Minmatar Scout suit if you are going to go down the Nova Knife route as the racial bonus grants 5% Nova Knife damage per level for a total of 25% bonus NK damage at proto suit. That can help a lot. That suit also has a higher base HP than the Gallente suit and has a slightly faster base speed as well. Trade off is less Low slots and lower PG/CPU which makes it harder to fit modules.

EDIT: You also get an extra high slot at proto level for Minny. Not that I would recommend ever running a Proto scout suit since we are paper thin.

My advice I always give to potential scouts even though I never use one, only for dropping uplinks:

Imo Minmatar is the best scout, because shield tanking. Gallente is good at ADV levels, but I don't like the full armor tank at the proto level (it has 1 high 4 lows). Since you already invested in Gallente scout here's my fitting suggestion:

-ADV Gallente Scout
-Militia Shotgun
-Proto SMG
-2 complex shield extenders
-1 complex reactive plate
-1 basic armor plate
-Flux grenades
-Active scanner

You have noticed I didn't bother with dampeners/catalyzers. You won't really need dampeners, most people don't use the active scanner anyway. You already have low enough dB to stay hidden from all suits. Just invest in the dampening/enhancing/radius skills for the passive bonuses.

Having more HP is more important for me. You already are fast enough and got more stamina than medium suits. Scouts have fast shield recharge so you'll want to take advantage of it with shield tanking your Gallente suit.

ok so im barely starting to be a scout been a heavy for a while and i just want speed and stealth i have
a militia shotgun , smg
gallente scout basic
basic active scanner
2 militia cardiac regulators
and a shield regulator

anyone want to help me with this suit i got about 500 sp right now ?
i really dont want to be seen by anyone just friendly

Don't use scanners unless if your using the quantum one for sneaking and stalking and use kenetic catalyzers for the speed and stealth is just getting minmatar scout instead of the basic version because of its bonus.
