Not positive, but I'm pretty sure Tickle is Asia. We lost one of our districts to S.A.L.U.K.I corp due to the EXACT same problems: literally half the team lagged so hard it was unplayable (multiple members dc'd from match). Nothing against them, great players, but I want to clear up something with you. I filed a ticket concerning this, and just to save you the time/hassle of filing one yourself, here was the response..
Please accept our sincere apologies regarding any connection instability that you have been experiencing with Planetary Conquest. With regards to connection instability, even if our servers are running perfectly, as is your local machine, this does not guarantee a lag free experience as two main factors may affect your experience.
Network Stability: When your console connects to our network, it will do so by routing your internet traffic through a series of internet backbone servers and switches. It is possible that any of these bridge connections could have been experiencing latency, packet loss or a loss of connection. Many ISP's also traffic shape their customers into bottleneck situations, even if your ISP was not enforcing this at the time, they may well be routing your connection through connections that do. Unfortunately we are unable to assume liability network performance outside of our servers.
Regional Location: When your computer connects to a regional battle server it will be subject to ping latency based on the distance from the server. When using instant battles you will be connected to the closest available battle server, however if you are taking part in a faction warfare or planetary conquest battle there is a chance that you may be connecting to a battle in a different continent. The reason for this is that when players connect to a battle, they are placed in a queue. While queued, our system will determine the locations of each player, and select a battle server location that offers the best performance based on the most common player locations. For example if the defending corporation joins with a 50% EU/US split, but the attacking force are 40% EU & 60% US then the battle will take place on a server located close to or within the US due to this battle having 55% US players taking part and only 45% EU.
Unfortunately we are unable to offer reimbursement for players who may have suffered poor performance due to network issues outside of our infrastructure or their distance from our battle servers in cases where we are able to verify that our server hardware and network health were within acceptable limits when combined with intended game mechanics. Therefore IGÇÖm afraid that in accordance with our reimbursement policy we are unable to offer personal, corporate or battle wide reimbursements in this instance.

So, as you can see, there is absolutely NO advantage given to the district owner other than knowing the map before the fight. The server is based on the percent of people in the fight, and their geographic location. Advantage therefore is given to the majority location - a neutral zone isn't derived somewhere in between, you're forced to connect however far away (in our case, Japan). Check out your individual member's locations, research the opposing corp [timers/etc.] and guesstimate where the battle will most likely be to make the proper arrangements or decision.
