Tactical Retreat: Retreat when detected. No one's afraid of a Scout or a Shotgun, so most will pursue. Round a corner and reassess. If a single hostile gives chase, time your shot and blast in face. If multiple hostiles pursue, keep on running. You'll often get away. Unless they're carrying an AR.
Your Primary: The shotgun is inconsistent. It cannot be trusted, and you don't have enough eHP to survive if/when it fails you. You need a backup plan. Or two. And don't waste your SP on shotguns; the skilltree offers negligible (possibly negative) return on investment.
Your Sidearm: Skill into SMGs. They shoot peas at early levels, but even the humble Toxin becomes a death-ray once you've invested enough SP. When you get the drop on someone, blast away his shields with your shotty. You'll never ever hit him again once he starts bouncing around and strafing, so finish him off with your trusty SMG.
Locus Nades: Your best friend. Say "hi" with a nade. Say "bye" with a nade. Say "surprise!" with a nade. Your shotgun will fail you; these will not.
Equipment: Situational. Depends on role and gamemode. Scanners, Uplinks, Nanohives all come in handy.
Avoid Mass Drivers: Don't even bother. Yes, it is garbage that you can never win. Yes, shotguns are supposed to win when up-close. Forsake all logic and trust me here. You are a Scout, and MDs will destroy you. Every time.

You've chosen an SP-intensive path. You'll hit 20M SP before you've maxed out your character's progression.
Early Shotgun Scout Skills, randomly sorted as to avoid debate (apply to Gal or Minnie):
- Advanced Lightframe (you'll need the CPU/PG and 2 high slots)
- Shield Extension V
- Biotics V
- KinCats V
- CardRegs III
- Core Uprades III (Shields, Armor, PG, CPU)
- Nades III (for M1)
- Active Scanner III (for A-19)
- Hives III (Compact & K-2)
- SMG Operation V (less kick)
- SMG Sharpshooter III (less dispersion)
- SMG Proficiency III (more damage)
- SMG Rapid Reload III
There are many, many other things you'll need but this is a good start. Don't worry about Dampening or Long Range Scanning until we see how 1.4 affects us.
