While you do not need a macro or programmed controller to do it, the act of animation canceling does involve a pattern of inputs which are specifically used to glitch the game out and achieve an extreme effect that the game was not supposed to account for. The result of which has been the acquisition of districts and ISK for Ancient Exiles.

This to me says it is a violation of the EULA. As for the tournament itself, it very clearly states in UF's own rules that exploits will not be tolerated. So they should be disqualified there, as well.

They cannot afford NOT to ban someone. The people remaining here are still talking about Dust 514's potential and they still have hope for this game. If CCP does nothing about this exploit that is ruining other peoples games then they are shooting themselves in the foot. They are taking away what little faith people have in this company.

Context is important here. It's never described as an exploit if a sniper finds the best high ground, despote the fact that their actions perfectly fit the definition you've shared here. I'd be willing to bet that there are more definitions than this one given in the source you have cited.

When something is called an exploit in the context of a video game, it means the resource being exploited is either an unintended consequence of game mechanics, or a malfunction in those mechanics. Eploiting the latter of those two is enough to be considered a cheat.
