As someone who isn't against the general idea of respecs, but thinks they undermine a crucial concept of the game, I'm very eager to find ways to make them work without exploitation.
I had the idea of "respec sp". This would be SP, earned just the same as regular SP, only used to remove spent skill points from skills, freeing it up to be spent elsewhere.
This kind of SP could be earned post-cap. Once you hit your cap for the week, you would be given the option of carrying on in the current system, earning the reduced 1000 max sp per match. Or you could choose to earn this "respec sp" at the pre-cap rate.
I had this idea weeks ago, but with afk farming so prolific, I decided this suggestion would only exacerbate that problem. However, now that 1.4's patch notes express CCP's intention to finally combat afk faming, I feel this idea could now be viable.

They would lose sp. Namely the sp they would have earned at the 1000 per match limit. Depending on the game mode a person predominantly plays, that could be up to a 3rd of the respec sp they earned. |

This would be the same as the current system, it just means that as well as rotating that skill wheel clockwise to increase the skill and spend sp, you could also rotate it anti-clockwise to decrease the skill, expend "respec sp", and get the original sp refunded back into your stockpile. |

Although your complaints are valid, I disagree with your premise. Respecs are in demand because, for all the content this game offers, it is heavily time-locked. A respec is basically access to new content at the cost of current content. It might feel great to be a minmaxed sniper able to compete with the best. But that comes at the cost of any variety to gameplay. A respec changes that. |

I think that's a good respec idea too. I don't think ours could work in tandem though, since my respec sp fulfills the same purpose as your partial sp debt. |
